 West Orange New Jersey Municipal Addiction Prevention Alliance Program. The West Orange Municipal Alliance Program provides community level prevention strategies that are evidence-based to target substance abuse throughout the Township. It has been in existence here for over 20 years. Funding support is made possible through the Governor’s Council on Alcoholism and Drug Abuse (GCADA). A State reserve, called the Drug Enforcement Demand Reduction (DEDR) Fund, was established to collect fines from individuals when convicted of a drug offense. Municipal Alliance award recipients are required to match the Council grants with a cash-match of 25% of the award and 75% in-kind-services.
