According to the Community Health Highlights Report Indicator Page, the age-adjusted death rate due to unintentional poisoning in Monmouth County has been on the rise. In 2015, the death rate was 23.2, which increased to 24.6 in 2016 and further to 26.7 in 2017 [1]. The majority of deaths caused by unintentional poisoning are due to drug overdose. The report also highlights that the number of emergency department visits due to drug overdose has increased from 2015 to 2017 [1]. The increase in the number of drug-related deaths and emergency department visits is a concerning issue for Monmouth County.
Several factors contribute to the problem of substance abuse in Monmouth County. One of the major factors is the lack of access to healthcare. Many people in need of mental health care or substance use treatment are unable to access it in a timely manner due to provider shortages, particularly in rural areas [3].
Several strategies have been implemented to address the problem of substance abuse in Monmouth County. The Prevention Coalition of Monmouth County works towards improving substance use/misuse prevention [4]. The coalition engages the community in creating awareness about the consequences of substance abuse and encourages individuals to seek early intervention. The Discovery Institute, established in New Jersey in 1970, is a state-operated, residential drug-free rehab center that provides treatment to individuals with substance abuse disorders. The philosophy of the institute is to provide holistic care to individuals with drug addiction [5]. The designation of Monmouth County as a High-Intensity Drug Trafficking Area (HIDTA) is another strategy to combat substance abuse [6]. This designation enables the county to receive federal resources to aid in the fight against drug trafficking.

Monmouth County NJ Government Division of Addiction Services. The Monmouth County Division of Behavioral Health serves residents through mental health and addiction services resources. In 2020, the Monmouth County Board of County Commissioners combined the offices of mental health and addiction services as a step towards becoming stigma free. Advocates on behalf of all residents who require assistance in accessing services and /or responding to consumer complaints. Serves as a liaison to mental health agencies between local, county and state agencies. Provides information and referral services for addiction services. Administers County and State funds for alcoholism and drug abuse prevention and treatment projects and programs, including the municipal Alliances to Prevent Alcoholism and Drug Abuse. Coordinates planning for treatment and prevention services including the development and distribution of the “Annual County Comprehensive Alcoholism and Drug Abuse Plan.” Monitors funded projects and programs; disseminates the “Guide to Alcoholism and Drug Abuse Services in Monmouth County.

Prevention Resources (PR) promotes health and wellness of individuals, families, and communities through education, collaboration, advocacy, treatment, and recovery. MonmouthCares is a nonprofit organization that is responsible for face-to-face care management and comprehensive service planning for youth and their families with complex needs. PerformCare New Jersey is the Contracted System Administrator (CSA) for the State of New Jersey’s Department of Children and Families, Children’s System of Care (CSOC). PerformCare is the single point of access to a wide array of behavioral health, intellectual and developmental disability services as well as substance use treatment for youth and families throughout New Jersey. There is no charge for calling PerformCare. The services we recommend are authorized without regard to income, private health insurance, or eligibility for Medicaid/NJ FamilyCare or other health benefits programs.
